Excess fuel consumption due to pavement-vehicle interaction (PVI) should be taken into consideration when assessing the environmental performance of a roadway network. Previous analyses have assumed that all traffic travels at the same speed; modeling more realistic traffic distributions provides decision-makers with better information about the impacts of pavement conditions on vehicle fuel consumption, particularly in regions that experience high congestion. This brief examines traffic flow patterns and quantifies excess fuel consumption arising from traffic jams. MORE
