Research Brief: A Break-Even Hazard Mitigation Metric

It is in society’s best interest—both economically and because of the impact on human lives—to invest in hazard-resistant buildings. But how much should be invested up front to mitigate against future damage? CSHub researchers have developed a simple, practical metric known as the Break Even Mitigation Percent (BEMP) to offer building designers and owners a way to make better risk-informed decisions. This research brief presents a case study where researchers created a model based on the FEMA Benefit Cost Analysis tool to estimate the BEMP for hurricane wind damage across the Gulf Coast and East Coast.
